Introduction and Summary

For close to four decades, the United States has been running a secretive program of importing mostly Muslim migrants into the U.S. under the “Refugee Act of 1980,” which has brought millions to the country. The program was started by President Jimmy Carter, and it is importing record numbers under Joe Biden.
The program has been creating mostly Islamic immigrant “seed communities” throughout towns in the United States, being decided by Federal agencies and also by organizations that often operate under the guise of being religious charities. The program’s goal is to evenly distribute Muslim populations throughout the towns and cities of all U.S. States (currently except Wyoming.) There is very little involvement in the program at the State level, and local residents of the towns who would almost certainly be critical of the agendas are kept in the dark about the programs until it is too late.
The program has brought millions of Muslim immigrants to the U.S. from Islamic countries during its history.
The United Nations initially chooses the immigrants which will be brought over, and the U.S. Department of Homeland Security then supposedly screens them, although the vetting process is not nearly adequate enough, as this article explains.
After the immigrants are supposedly vetted, the U.S. State Department works with nine federal “resettlement contractors” to distribute them through 350 subcontractors to over 190 U.S. cities where the subcontractors have set up offices. Those subcontractors are then able to move the migrants from their primary office to smaller towns within 100 miles of the home office.
The refugee admissions program is extremely expensive to taxpayers due to the immigrants being eligible for all forms of welfare that are available to U.S. citizens, and the federal government continues to shift more of the tax burden to the states every year.

About the Refugee Resettlement Watch organization
The Refugee Resettlement Watch website is a treasure trove of information about issues with the Refugee Resettlement Program in the Unites States. It is founded and operated by Anne Cocoran, who started it is as a grass roots organization eleven years ago after she became curious about what was happening in her town in Maryland. Almost all of the information in this article has been found using that organization’s website.
Anne Cocoran was recently slandered in a report by the Southern Poverty Law Center entitled “A Field Guide to Anti-Islam Extremists” along with other anti-Islamization activists including Steve Emerson, Brigitte Gabriel, Frank Gaffney, John Guandolo, David Horowitz, Ryan Mauro, Robert Muise, Daniel Pipes, Walid Shoebot, Robert Spencer and David Yerushalmi. The SPLC has recently redacted that report after being sued by Maajid Nawaz.
(Many people are under the impression that the SPLC is a legitimate organization that works for “social justice,” however it is actually a corrupt Establishment organization which spreads disinformation for partisan political reasons. So far in Joe Biden’s administration, he has repealed all of Trump’s appropriate travel bans, removed the ability for states and communities to decide against receiving “refugees,” imported tens of thousands of unvetted Afghans, and raised the ceiling for the number of “refugees” being brought in 2022 to be 125,000 (not including the Afghans), in addition to all of his other out-of-control immigration policies.

The “Afghan Adjustment Act” is being touted in Congress once again, which is designed to give tens of thousands of recent Afghan evacuees a quick path to permanent residency in the U.S. and then potentially citizenship, with the political Establishment’s idea being to push the agenda through as quickly as possible. A new iteration of the bill includes language that is intended to seem reassuring that the Afghans would be properly vetted, however such vetting is actually usually impossible due to the circumstances of the situation.
Joe Biden’s Department of Homeland Security (DHS) is continuing to not screen Afghan arrivals to the United States for potential terrorism ties through the Department of Defense’s “tactical database,” while he is pushing to put more than 85,000 on a fast track to American citizenship.
Members of Congress and refugee resettlement agencies have introduced an “Afghan Adjustment Act” to immediately grant legal residency and a pathway to citizenship for 36,000 of the Afghans who were brought during the evacuation of that country last year. The point of the act is to rush the process of legalizing the unvetted migrants before too many questions are asked about the situation, as is explained in this article.
Three U.S. senators Ron Johnson (R., Wis.), Josh Hawley (R., Mo.), and Rick Scott (R., Fla.), are asking questions about the Biden administration airlifting nearly 75,000 people out of Afghanistan to be resettled in the United States four months ago, without knowing their identities or backgrounds, according the classified briefings they have received about the situation. They have submitted a letter to the Department of Homeland Security with a list of questions about the matter, demanding answers by the year’s end.
Joe Biden outsourced security at the airport in Kabul to the Taliban and other Jihadist groups, who then selected whoever they wanted to be sent to the U.S. rather than the people that they were instructed to allow through.
Hundred of Afghans have walked away from the U.S. bases where they are being processed, thus forfeiting any financial and other assistance that they would have received. The issue is very worrisome because the unvetted Afghans for some reason felt it was important to leave and disappear into the country as quickly as possible, despite the fact that they would have received substantial financial support if they would have stayed.
49 House and Senate Republicans voted for and passed a $6.4 Billion Democrat bill for welfare, driver’s licenses, housing costs, and more for 95,000 Afghans brought to the U.S. by Joe Biden. The Republican lawmakers voted for the provisions despite overwhelming opposition to the Afghan resettlement by their constituents.
Every September, the U.S. president sets a ceiling for the number of “refugees” that will be admitted in the coming fiscal year that starts on October 1, and Joe Biden has just chosen the number to be 125,000, which is double the amount that he brought this year. Additonally the number does not include tens of thousands of unvetted Afghans being brought over, over a million illegal aliens coming over the border, visa overstays, and many others.

Joe Biden signed an executive order entitled “Executive Order on Rebuilding and Enhancing Programs to Resettle Refugees and Planning for the Impact of Climate Change on Migration,” that denies state and local governments the authority to reject drop-offs of refugees into their communities, which reverses a previous order by Trump that allowed such discretion.
A “No Ban Act” was passed in the House of the U.S. Congress, which would repeal all of Trump’s travel bans and ensure that future presidents would be blocked from enacting similar bans, including even when the U.S. is at war.
The bill is an attempt to end Trump’s supposed “Muslim Ban,” where he has banned travel from several countries. Most people don’t realize that the countries which are banned are from a list that was devised by the Obama administration, and most Muslim countries don’t even have such restrictions anyway.

The Trump Administration is considering not importing any refugees next year under the UN’s “Refugee Resettlement Program,” which is a departure from previous years when Trump has admitted tens of thousands. The program which most people have not heard of brings mostly Muslims into the United States.
What is the difference between “refugees” and “immigrants”?

[Y]ou need to know that asylum is just another side of the refugee coin.
The only difference is that, in the case of refugees we admit through the U.S. Refugee Admissions Program, we screen them (supposedly), pick them up abroad, and fly them to the US.
In the case of asylum seekers, they get to the U.S. on their own initiative and then ask for asylum and that is what is happening at the southern border this very minute—-tens of thousands claiming they are entitled to asylum.
(For those who are scratching your heads and asking why we aren’t just loading them up and sending them back across the border, if they claim asylum (as per the 1951 UN Convention on the Status of Refugees), we must hear their claims. They are all being trained by Leftist handlers to ask for asylum.)
The rub is that, whether a refugee brought in by the U.S. State Department or a Salvadoran at our border claiming asylum, they are supposed to be able to prove (1951 Convention) that if returned to their country of origin he/she would be persecuted because of race, religion, nationality, political belief or membership in a particular social group.
Most of the migrants coming to our border (and to the border of Europe) are economic migrants. That does not make them refugees!
Nor are they legitimate refugees because their home country is a hell hole and there is gang violence. In fact, you will notice in the definition that war isn’t even a legitimate excuse to grant refugee status to someone seeking asylum.
The international Open Borders Left has been (for at least the decade I’ve followed the issue) attempting to muddy the definition of a ‘refugee.’
They want you to think that anyone on the move for any reason is a legitimate refugee.
And, by the way, once granted asylum, the migrant is eligible for welfare and on his or her way to citizenship.
So we are now in the same giant mess that Europe is in and it is because there has been no political will to stop the trickle before it became deluge!

Many well-meaning people think that that problems associated with Islam are merely “cultural remnants” which will soon dissipate, however they usually don’t understand that Islam’s issues are deeply entrenched into the religion itself, with those beliefs often being enforced through intimidation and violence, including even through the imposition of the death penalty.
Unlike other religions, individual interpretations of Islam are forbidden by mainstream adherents of it. Islam has never gone through a period of “reform” as other major religions have, it’s essentially the same religion that it was when it was founded 14,000 years ago. A 2001 UN Security document entitled “Replacement Migration: Is It a Solution to Declining and Ageing Populations?” outlines a strategy to “offset population decline and population ageing resulting from low fertility and mortality rates” by importing millions of migrants into various regions of the world each year including Europe, Japan, Russia, Korea, and the United States. The plan seeks to bring 10.8 million migrants to the United States each year until 2050, bringing a total of 593 million by that time. See the following article for details:

Are the migrants at least being “vetted”?
There is no way to properly screen the tens of thousands of migrants that Trump has been bringing into the country mostly from Islamic countries, although that doesn’t stop the Establishment from creating a false perception that effective vetting has been taking place.
In Europe the political Establishment was able to get away with simply throwing open the borders and allowing anyone to walk in and sign up for welfare benefits, inducing even many enemy combatant Jihadists. But the Establishment has needed to use another approach in the United States with the Muslims in the manner that they’ve currently been doing it.
For all intents and purposes the quality of the vetting for the migrants being brought into the U.S. isn’t actually much better than what is happening in Europe. Often the migrants either don’t have identifying papers or they are unwilling to show them, so obviously any realistic vetting is not possible.
Many people remember that in 2015, Obama’s FBI director James Comey said that it is impossible to screen the Syrian migrants that were being brought into the United States, but that didn’t stop Obama from bringing in tens of thousands of them anyway. Comey also said that hundreds of migrants reached the U.S. with ties to Islamic terrorism.
Yet Trump is continuing with the same policies, while almost none of his supporters are even aware that he’s bringing tens of thousands of essentially unvetted Muslims into the country!
The Establishment is doing what it can to create a perception that vetting is happening, but actually they don’t even want it to be a “safe” situation in the first place! They have an agenda of importing Muslims into the Western countries in order to satisfy various long-term agendas, with the migrants often being made use of as unwitting pawns for nefarious purposes such as for creating crisis, chaos, and division, as has been happening in Europe. That is being done to create a justification for the Establishment to increasingly crack down on people’s personal liberties, among other reasons.
In Europe, the Establishment was able to get away with simply throwing open the borders of the countries and allowing anyone to walk in and sign up for welfare benefits, inducing even many enemy combatant Jihadists. But the Establishment has needed to use another approach in the United States with the Muslims in the manner that they’ve currently been doing it.

What got my attention this morning was a short news story from Rosendale, NY where the Town Board voted to declare their support for refugees so that they could “educate” the public— with a big fat lie!
[An article in the “Daily Freeman” is linked to in the article, with the following text hilighted: “... every refugee seeking to enter the United States undergoes a vetting process that takes 18 to 24 months to complete.”]
NO! Not “every” refugee is vetted for 18-24 months!

See this May 2017 article about Trump’s supposed vetting of the Australian “dumb deal” asylum seekers: “Australia dumb deal: If this is ‘extreme vetting’ we are in deep trouble!”
And see this September 25, 2017 article that says “Trump won’t do extra scrutiny of the refugees arriving in potentially large numbers from Iraq, Afghanistan and Burma (Rohingya!) He even took Sudan off the list!”
.. Also, that same article was a run-up to Trump’s “refugee determination” last year, where Trump could have decided not to bring in any migrants at all, but instead he imported tens of thousands of them. Will his upcoming decision this year be the same, or even worse?!
Then, on January 30th, 2018, Trump announced that he was opening the floodgates to migrants from 11 “high risk” countries, but with “extra vetting.” (BTW, those people are now living in the United States and they are essentially citizens. Tens of thousands of them! However refugee contractors and Amnesty International said they were “worried” about the extra vetting, of course.) Following are the countries in question: Egypt, Iran, Iraq, Libya, Mali, North Korea, Somalia, South Sudan, Sudan, Syria and Yemen.
.. And then, on February 7, 2018, Trump announced a supposed “National Vetting Center.” (But obviously that program is nothing more than just some words on a webpage.)
Most people assume that Trump only brought in a few thousand Muslims because of the “bad deal” with Australia (that he actually could have and should have refused anyway.) Can you imagine what Trump’s supporters would think if they knew that he’s already actually imported tens of thousands of essentially unvetted Muslim migrants? It’s important for people to be made aware of that fact because Trump has the power to stop it from happening again— And in fact he’ll be making the same decision again in the beginning of October about the amounts that he’ll be bringing in during the next year.

Most of the Muslims who the U.S. has been importing are not actually refugees, but rather they are economic migrants who are being offered a chance to immigrate by the political Establishment.
Muslims who are genuinely refugees could easily be relocated to safe parts of other Islamic countries instead where they would be much more compatible. For example, Sunni Muslims who prefer the most strict interpretation of Sharia law should ideally be able to choose to relocate to Saudi Arabia, which is a wealthy country that has plenty of space to accommodate refugees. Currently Saudi Arabia receives no immigrants whatsoever despite having plentiful resources and being totally compatible with the Sharia law beliefs of many of the migrants.
Other safe parts of the Islamic world could also easily be designated to accommodate the various other sects of Muslims.

The “Refugee Resettlement program” is entirely different than Latin American immigration. There are many differences between the two, but one is that the resettlement program is actually legal. However, few people even know that the resettlement program exists because of essentially a media blackout about the topic. And also people tend to confuse the program with Latin American immigration whenever the media might actually mention it. The media understands such a potential cause of confusion and they intentionally try to exploit it to conceal the existence of the refugee program.
For example, this deceitful NBC video intentionally tries to exploit such confusion by first mentioning that Trump is “.. reducing the number of refugees [being permitted] into the U.S. next year— scaling back a system designed to protect the world’s most vulnerable people. For the 2018 fiscal year the White House set a cap on refugees of 35 thousand, a historic low.” (And they also said that Trump only admitted “half” that number, but actually they deceitfully didn’t include the additional 16 thousand migrants that were also brought in from Afghanistan.) But then, they immediately segued into talking about the much hyped “border child separation issue,” creating a perception that they were previously only talking about Latin American immigration! Very sneaky! (Later they did mention that there was a distinction, but they played it down as if it was insignificant.)
At least a benefit of the resettlement program being a “secret” is that it can be eliminated without a lot of fuss.
What problems are being caused by Islamic migration in the United States and Europe?
The media tries to be quiet about problems with immigrants in the US, but many issues do exist. The situation in the U.S. isn’t as bad as it currently is in Europe, but it is on track to becoming that way as well.
Europe is absolutely having an epidemic of problems related to the Islamic immigration.

Nine Federal “resettlement contractor” organizations are responsible for bringing the immigrants into the U.S.
After the migrants are supposedly “vetted,” the U.S. State Department works with nine Federal “resettlement contractors” to distribute them through 350 subcontractors to over 190 cities where the subcontractors have set up offices. Those subcontractors can move the migrants out from their primary office to smaller towns within 100 miles of the home office.

The contractors are distributing Muslims to small and medium sized cities, often away from established immigrant sanctuary cities. For that reason there are Mosques being built all over the country in States even including Alaska. Once a Mosque is built, it serves as a magnet in that area and resettlement contractors cite the presence of it as a reason for bringing in more migrants.
Resettlement contractors are paid by the head for every migrant that they bring in, so there is much incentive for them to import as many as possible. The contractors also act as leftist government funded political action group activists and community organizers in order to fight to protect their jobs!
The resettlement contractors can make exorbitant amounts of money
The International Rescue Committee (IRC) is one of the refugee contractors which has profited heavily during the Obama Presidency. Many of the migrants they brought in have been sent to work for Tyson Foods meatpacking, which is a long-term associate of Bill Clinton. From the IRC’s 2016 tax returns, it is apparent that they had a revenue of $736 million dollars, with $494 million being paid by taxpayers— all to bring mostly unvetted Muslims into the country! Also their management staff are paid very high salaries, with their CEO David Millibrand earning almost $700,000 per year. See this 2018 RRW article about the matter.

The recent relative “slowdown” of the migrants being imported into the U.S. is causing contractors to panic for fear of losing their jobs
Since the resettlement contractors are paid by the head for the migrants that they process, the relative slowdown of the number of migrants that are being imported sometimes drives the contractors to embark on PR stunts, such as on leftist media outlets like NPR affiliates which run stories that talk about “the tragedy of refugees being blocked from salvation, ect..” See this article for an example of such a tactic.
Also the importation of the 16 thousand additional migrants that Trump brought in from Afghanistan apparently had been motivated as a political “gimme” to resettlement contractors in order to keep them afloat.

— The contractor’s job is to get the refugee family their “services.” That means they hold the refugees’ hands until they are settled usually in tax-payer subsidized housing, get them signed up for most forms of welfare including food stamps and other cash assistance, sign them up for health care and enroll the kids in school. This special class of legal immigrant is entitled to welfare! The contractor is also paid with your tax dollars to give refugees job counseling and training. The contractor may also be working closely with some big business (and the Chamber of Commerce) nearby which is looking for cheap labor.
— The contractor’s job ends in 3-6 months at which point they move on to bringing in the next fresh group of “clients,” often the relatives of the first group. Earlier, and still struggling, refugees are left in the care of your social services department. At this point the contractors are entrenched in your town and will call you racists, rednecks and xenophobes if your citizens want to slow the flow.
— Your town will never get out of the program once the contractor has an office set up and staff to pay. Many cities are trying to get out now and can’t: Manchester, NH, Springfield and Lynn, Mass, Amarillo, TX come to mind. Because there have developed “pockets of resistance” (their words), the State Department is desperately out scouting for fresh territory.
— The greatest impact on your local social and economic welfare will be felt first in the school system, followed usually by the shortage of government subsidized housing. Your school system may end up with 50 or more languages represented in the student population. The number-one language of refugees entering the U.S. right now is Arabic, Somali is number four.
— Refugees are permitted entry into the U.S. with HIV/AIDS and Tuberculosis among other medical problems. Physical and mental health challenges will most likely overburden your local health department.
